New Tab Position Manager

This Chrome extension forces all new tabs, whether created by the user or not, to the right of the current tab that is active. This version feels more definitive to me and works a little bit differently than my original "New Tab Positioner". I think it's more reliable. I decided not to update the old one since some people might prefer the old behavior.
